9 Monitoring, Review and Implementation Comment
9.1 Introduction Comment
The Local Plan covers the period to 2044. During this time, changes in economic, social, environmental and legislative circumstances may affect the delivery of the Plan's vision, objectives and strategy. It is therefore important that the Plan is subject to effective monitoring and review to ensure that it remains relevant, effective and responsive to changing circumstances.
The Council will monitor the implementation of the Local Plan through a framework of objectives, targets and indicators set out in Table 9.1. The indicators have been selected to provide a proportionate assessment of whether the Plan's strategy is being delivered and whether its objectives are being achieved, rather than assessing individual polices. Monitoring will cover a range of topics including housing delivery, employment growth, town centre vitality, infrastructure provision, climate change, biodiversity, green infrastructure and the delivery of strategic site allocations.
9.2 Monitoring Comment
The Council will monitor the performance of the Local Plan on an ongoing basis and publish the results through an Authority Monitoring Report (AMR) at least annually. The AMR will assess progress against the monitoring framework, identify any significant changes in circumstances, and consider whether policies continue to perform effectively. Where monitoring identifies issues with the implementation of the Plan, the Council will consider whether intervention, further evidence gathering, policy updates or a review of the Plan is required.
The delivery of housing and maintenance of an adequate supply of development land are likely to be key indicators of whether the Plan's strategy is being successfully implemented. However, the Council will also monitor the performance of other strategic objectives and policies, including those relating to employment growth, town centres, climate change, biodiversity, green infrastructure, infrastructure delivery and environmental quality. Where monitoring identifies significant or sustained under-performance against key indicators, the Council will consider whether a review of the Plan, in whole or in part, may be necessary.
In particular, where the Housing Delivery Test indicates that housing delivery has fallen substantially below the housing requirement over the previous three-year period, or where the Council is unable to demonstrate an adequate housing land supply, the Council will investigate the causes of under-delivery and consider whether a review of the Local Plan is required. Similarly, significant changes in national planning policy, legislation, demographic trends, economic conditions or the evidence base may trigger a review where these changes would affect the effectiveness of the Plan or its consistency with national policy.
9.3 Strategic Site and Infrastructure Delivery Comment
Particular attention will be given to the delivery of strategic site allocations and key infrastructure identified within the Plan. The Council will work proactively with developers, infrastructure providers, statutory bodies, neighbouring authorities, landowners and other stakeholders to monitor progress, identify barriers to delivery and facilitate solutions where necessary. Monitoring will also consider the delivery of supporting infrastructure, environmental mitigation, biodiversity enhancements and other site-specific requirements.
9.4 Plan Review Comment
The Council is required to keep the Local Plan under review and assess whether its policies remain effective and up to date. In accordance with national policy and relevant legislation, the Council will undertake a review of the Plan at least once every five years from the date of adoption and determine whether an update, amendment or full review is necessary.
9.5 Implementation Comment
Partnership working between the Council, local communities, developers, infrastructure providers, statutory bodies, neighbouring authorities, landowners, businesses and other stakeholders. The Authority Monitoring Report will play an important role in assessing progress, identifying emerging challenges and opportunities, and informing decisions on whether further action is required to support the delivery of the Plan's vision and objectives.
The adoption-year AMR will establish a clear baseline for each indicator. Where a numeric target is not justified, monitoring will report the direction of travel and explain any material departure. A trigger will prompt investigation and corrective action; but will not automatically require a plan review.
