NEDDC Local Plan Issues and Options Consultation on the Strategic Approach to the Location of Development and Refined Sites (March 2026)

Proposed Approach to the Location of Development

Representation ID: 14414

Received: 29/04/2026

Respondent: National Highways

Representation Summary:

Strategic sites at Duckmanton Moor (1000-2000 homes), Eckington South (1500 homes), and the former Biwaters site (825 homes) together with other housing sites with capacity for greater than 200 dwellings are likely to generate significant traffic demand, much of which may interact with SRN. The cumulative impact of smaller sites within 1km of the SRN, totalling around 137 dwellings, may also be material and should be assessed to ensure a comprehensive understanding of network effects. In addition, approximately 90 hectares of employment land—much of it near the M1—is expected to generate substantial traffic, including HGV movements. Detailed land use and floorspace information is required to support the transport evidence base.

The Local Plan should be supported by an up-to-date and proportionate transport evidence base that assesses the cumulative impact of all proposed developments, particularly where the scale of growth could collectively result in significant effects on the Strategic Road Network. This assessment should inform the identification of any necessary strategic mitigation measures to ensure the continued safe and efficient operation of the network.

The Council is encouraged to continue collaborative working under the Duty to Co-operate, engaging with National Highways, neighbouring authorities, and developers to understand and address cross-boundary transport impacts effectively.
