NEDDC Local Plan Issues and Options Consultation on the Strategic Approach to the Location of Development and Refined Sites (March 2026)

The site includes the associated pavilion and car parking associated with Holmewood Cricket Club located to the south of the proposed allocation. The loss of the pavilion and associated car parking area would prejudice the use of the existing playing field, contrary to Sport England's Playing Field Policy and Guidance, and would be contrary to para 104 of the Framework (2024). To address this, the boundary of the site allocation should be amended to exclude the pavilion and car parking area from the proposed allocation.

The site immediately adjoins South Chesterfield Golf Club. The proposed housing allocation introduces a potential risk of ball strike which may prejudice the use of part of the golf course. To address this issue, the policy should be amended to make reference to the need to undertake a ball strike risk assessment prepared by a suitably qualified expert, which may require, for instance, the need to mitigate the risk either through the provision of ball stop fencing or other measures, together with a suitable scheme for on-going management and maintenance. This is necessary to accord with the agent of change principle in para 200 of the Framework (2024)

The proposed housing allocation immediately adjoins the existing playing field associated with Tupton Hall School. The playing field includes a synthetic athletics track and an artificial grass pitch (AGP), both of which are served by sports lighting facilitating their usage during evening periods. In accordance with the agent of change principle set out in para 200 of the Framework (2024), it will be necessary for the proposed development to assess the impact of noise and lighting from use of these existing sports facilities and where necessary to acceptably mitigate any adverse impact identified. Therefore the wording of the policy should be amended to make reference to addressing this issue.
