Proposed Approach to the Location of Development
Representation ID: 11091
Received: 26/03/2026
Respondent: Heath Village Development Comittee
I agree with this approach because it seeks to maximise existing (or relatively easily provided) infrastructure whilst attempting to preserve the essentially rural nature of the District.

If the development of all additional 137 dwellings were to go ahead, it would more than double the number of houses and have a major negative impact on the village, its inhabitants and its environs. Overdevelopment on this scale would have a dramatic effect on the local landscape and be completely inappropriate for a Conservation Area. The existing infrastructure in the village could not support such a large development. There are no shops or other community services, and public transport services are minimal. The inevitable rise in car use would increase local traffic substantially, against government environmental policies.

45144 – Land to North of Main Road/South of Main Road/West of Main Road, Heath

If this development of 80 dwellings were to go ahead, it would have a major negative impact on the village. It represents a 66% increase on the current stock of houses. Existing infrastructure in the village could not support it. There are no shops or other community services, and public transport services are minimal.
If the local leg of the proposed new National Grid power line also goes ahead alongside Slack Lane, these two developments within two fields of each other would massively degrade the appearance and character of the landscape to the west of the village.

The Public Transport score (6) for Heath seems too high. The Pronto service is the main regular bus service for the village, going to Chesterfield or Mansfield, along the A6175 and running at 30min intervals. Any resident living in the middle or to the north of the village is faced with a 10-15 minute walk to the nearest bus stop.
Additional bus services running through the village are the 48/48a/49 services run by Stagecoach but these are limited in frequency and destination. There are no Sunday services. Ashover seems comparable to Heath but has a Transport score of only 2.

When this site was previously being considered for housing development by Chatsworth Estates, there was a degree of support from villagers. The main factors were easy road access, the possibility of some affordable (or at least not very high value) homes and making good use of derelict "brown field" land. However, combining this with neighbouring site 45122 would, I believe, be resisted.
