NEDDC Local Plan Issues and Options Consultation on the Strategic Approach to the Location of Development and Refined Sites (March 2026)
45265 – Land to the East of Valley Road, Barlow Commonside
Representation ID: 12166
Received: 20/04/2026
Respondent: Barlow Parish Council
The respondent objects to the proposed housing sites, stating they would result in significant development on sensitive greenfield sites that are unsuitable, unsustainable and rural in character. They consider the proposals to be grossly disproportionate and out of scale with the local area and not in accordance with national and local planning policies, including the North East Derbyshire District Council settlement hierarchy. They state that the developments would cause harm to landscape, infrastructure, heritage, wildlife and community well‑being, and that the sites perform an important Green Belt function.
They explain that the 110 proposed homes would increase the size of Barlow Parish by about a third, which they consider unacceptable and disproportionate, particularly given limited services and infrastructure. They note that Barlow Parish has the highest percentage growth of all settlements in the district, despite being classed as a Level 4 settlement. They state that development in Level 4 settlements should be limited to minor infill, in line with the adopted Local Plan.
Concerns are also raised about unsustainable location, reliance on cars, limited public transport, highway and pedestrian safety, harm to biodiversity, landscape character, heritage assets, flooding, drainage and coal mining risks. The respondent concludes that the sites should be removed from the emerging Local Plan.
