NEDDC Local Plan Issues and Options Consultation on the Strategic Approach to the Location of Development and Refined Sites (March 2026)
45201 – Land east of Langer Lane, Wingerworth
Respondent: Wingerworth Parish Council
Representation Summary:
Both sites are agricultural fields, in open countryside outside of the current settlement limits, which protrude into the open countryside to the South-West of Swathwick Lane and to the West of New Road, respectively, which both form a natural boundary to the settlement.
The sites are also within an area of attractive mainly open countryside views incorporating the Bole Hill escarpment, as described in the Neighbourhood Plan. Site 45201 is adjacent to a Public Footpath No.22. Highway access is a major issue here, as the boundary of the site abuts the highway on a bend with very limited visibility.

At a meeting of Wingerworth Parish Council held on Thursday 16th April 2026, members unanimously resolved to submit the following response to the latest consultation on the New Local Plan.
1. Objection to specific sites In the first consultation on the New Local Plan, Wingerworth Parish Council strongly objected to the inclusion of 4 sites for housing within the Wingerworth. These sites were:
- Site 45201 (Land east of Langer Lane)
- Site 45109 (Hill Houses Farm, New Road)
- Site 45238 (Land north of Spindle Drive and East Deerlands Road)
- Site 45229 (Land south of Nottingham Drive)
The Council is disappointed to see that the above sites remain in the emerging Local Plan, despite the Parish Council presenting valid reasons for objection. The Parish Council’s stance remains unchanged and reiterates its reasons for the removal of the 4 sites from the emerging Local Plan, as follows: Site 45201 (Land east of Langer Lane) and Site 45109 (Hill Houses Farm, New Road) Both sites are agricultural fields, in open countryside outside of the current settlement limits, which protrude into the open countryside to the South-West of Swathwick Lane and to the West of New Road, respectively, which both form a natural boundary to the settlement.
A Yorkshire Water surface water sewer crosses part of the land in Site 45109. That sewer drains surface water from the Wall Pond, which the Council maintains in the Deer Park, and is essential in maintaining a safe and effective surface water drainage of the park and the roads/areas around it. Site 45238 (Land north of Spindle Drive and East Deerlands Road) and Site 45229 (Land south of Nottingham Drive) Both sites are outside of the current settlement limits but are close to or adjacent to extensively developed areas of Wingerworth. The Council has strong reservations that due to the current housing density and the lack of suitable highway access, schools and other infrastructure, these areas are unsuitable for inclusion in the updated/new Local Plan. There is also a concern about the lack of suitable highway access which is limited to minor roads only. This presents an increased risk to pedestrians and motorists, particularly at peak times and school drop-off and pick-up.
2. Sustainability and infrastructure The Settlement Hierarchy identifies Wingerworth as one of the most sustainable ‘larger villages’ within the district. The Parish Council strongly disagrees with this assessment. The Parish Council believes that Wingerworth has taken-in and accepted more than its fair share of new housing in recent years and any further development would be completely unsustainable. Residents are already having to access services and facilities outside of the parish, due to lack of availability and over-demand in the village itself. Further population growth in Wingerworth will see an ever-greater strain on local infrastructure and facilities, which are already at capacity. Schools within the parish are already oversubscribed and parking at drop-off and pick-up times has become dangerous for both pedestrians and drivers. Despite promises of a new school at The Avenue some 12 years ago, the Parish Council is extremely disappointed that this has not been delivered, creating further strain on local schools. Wingerworth’s medical services are overstretched leaving many residents unable to access medical appointments and care at their local GP surgery. The roads throughout the village and the A61 are often congested and cannot accommodate any increase in traffic volumes. The recent increase in housing growth has added pressure to the existing drainage and sewerage systems and these may not cope with additional connections from new, large-scale developments.
3. The Avenue site The Parish Council is generally supportive of further development at The Avenue and would look to the District Council concentrating its efforts to deliver the necessary affordable and other housing there, instead of developing green fields and allowing developers to encroach further into the countryside. The majority of the proposed sites already have planning permission or are under construction and, therefore, should be included within the emerging Local Plan. As mentioned above, however, the infrastructure needs to be in place to cope with the increase in population growth and the promise of a new school on the site must be brought to fruition. Wingerworth Parish Council hopes that the above comments are helpful and will be given serious consideration.
