NEDDC Local Plan Issues and Options Consultation on the Strategic Approach to the Location of Development and Refined Sites (March 2026)
Respondent: Heath & Holmewood Parish Council
Representation Summary:
Heath & Holmewood Parish Council formally objects to further large‑scale housing development within or affecting the parish unless it is supported by clear, funded, and demonstrable infrastructure improvements. Although little recent development has taken place within the parish itself, significant growth in neighbouring areas, particularly North Wingfield, has already placed severe pressure on local infrastructure.
The A6175 corridor is highlighted as increasingly congested, with regular peak‑time queuing through Holmewood causing adverse impacts on road safety, air quality, and residents’ quality of life. Community infrastructure is also under strain, with GP surgeries operating at or beyond capacity and Heath Primary School facing sustained pressure with limited scope for expansion.
The Parish Council is additionally concerned about the erosion of settlement gaps between Holmewood and North Wingfield, which threatens rural character and distinct community identities. It calls for reduced or reconsidered allocations, a robust evidence‑based infrastructure delivery plan, appropriate phasing of development, and protection of settlement gaps.
Without secured infrastructure improvements delivered in advance of or alongside growth, the Council considers further housing development unsustainable and harmful to the existing community.

Heath & Holmewood Parish Council wishes to formally object to further large-scale housing development within, or directly impacting upon, the parish unless it is supported by significant and demonstrable improvements to local infrastructure.
Whilst the parish itself has not experienced major development since the completion of housing at Masefield Avenue, Holmewood, it has nonetheless been substantially affected by recent and ongoing development in neighbouring areas, particularly within the Parish of North Wingfield along Chesterfield Road and Tibshelf Road.
These developments have already placed considerable strain on the local highway network. In particular, the A6175 corridor, from the roundabout at Tibshelf Road and Chesterfield Road towards the M1, is increasingly unable to accommodate current traffic volumes. Peak time congestion now regularly results in queuing traffic through Holmewood, adversely affecting residents’ quality of life, road safety, and air quality.
Beyond highways, there is also significant and growing pressure on essential community infrastructure. Local GP surgeries are already operating at or beyond capacity, with residents experiencing increasing difficulty in accessing timely appointments. Similarly, Heath Primary School is facing sustained pressure in accommodating local children, with limited capacity to absorb further demand arising from additional housing growth. Without targeted investment and expansion of these services, further development would exacerbate existing deficiencies and fail to meet the needs of both new and existing residents.
In addition, the gradual erosion of settlement gaps between Holmewood and North Wingfield is a matter of significant concern. The merger of these settlements risks the loss of distinct community identities and undermines the rural character of the area.
The Parish Council strongly requests that:
• Proposed allocations affecting the parish are reconsidered or reduced in scale
• A clear, evidence-based infrastructure delivery plan is produced
• Development is appropriately phased to ensure infrastructure is delivered in advance of, or alongside, growth
• Settlement gaps are protected to prevent merger
Until such measures are secured, further large-scale development in and around Heath & Holmewood cannot be supported.
Conclusion
The Parish Council maintains that any further development must be contingent upon the delivery of appropriate infrastructure improvements in advance of, or alongside, development. This must include clear and funded provision for highway improvements, healthcare capacity, and education infrastructure.
In the absence of such provision, additional housing growth in and around Heath & Holmewood would be unsustainable and would have a detrimental impact on the existing community.
