Representation ID: 12345

Received: 24/04/2026

Respondent: Southfield Resident's Group

Representation Summary:

It's brownfield and would make good use of the available area. With careful consideration of the restrictions in place (e.g. TPOs and consideration of context/character) development would be sustainable and beneficial.

Representation ID: 12356

Received: 24/04/2026

Development of this site would represent a low impact but provide good benefit in terms of housing. Brownfield developments are the preferred means of meeting housing demand.

Killamarsh

Representation ID: 12799

Received: 27/04/2026

Respondent: Southfield Resident's Group

Representation Summary:

Given it's proximity to the M1 and large local amenities (Crystal peaks etc) Killamarsh is an excellent candidate for development. It does however require strong funding to allow for the infrastructure and local services (Doctors, Schools) to accommodate larger developments. Given the poor success of S109 payments, this would suggest development should be moderately sized so as to prevent underrun and allow for incremental improvement.

Proposed Approach to the Location of Development

Representation ID: 15159

Received: 29/04/2026

Respondent: Southfield Resident's Group

Agent: Southfield Resident's Group

Representation Summary:

The respondent strongly disagrees with the allocation of higher housing targets to smaller towns and villages, stating that these areas lack the infrastructure and amenities required to support significant growth. The respondent highlights that services and retail provision in rural settlements are limited and have declined over time, arguing that development should instead prioritise brownfield sites in larger towns such as Chesterfield and Sheffield.
The respondent states that rural development would increase congestion, limit opportunities for sustainable travel, and require disproportionate infrastructure investment. They highlight that road networks, public transport and utilities in North East Derbyshire are already under strain, and that further development would worsen these pressures.
The respondent emphasises the environmental sensitivity of the District, including its Green Belt, wildlife habitats, historic character and flood risk associated with waterways. They argue that development in rural areas would remove important natural land, increase flooding risk and harm the area’s character.
The respondent supports smaller, incremental development in rural areas alongside local infrastructure investment, but challenges the overall housing target. They also state that infrastructure contributions should directly benefit affected communities, particularly where existing services in places such as Dronfield are already overstretched.

45054 – Land North of Burns Drive and East of Southfield Mount, Dronfield

Representation ID: 15160

Received: 29/04/2026

Respondent: Southfield Resident's Group

Agent: Southfield Resident's Group

Representation Summary:

The respondent states that part of the site was previously included within the Local Plan but was subject to the “Burns Rise” planning proposal, which was refused at appeal due to unacceptable impacts on residential amenity, overdevelopment and poor design. The respondent states that this demonstrates the lack of feasibility of development on this land.
The respondent highlights the steep topography of the site, noting that development would form a prominent gateway to Dronfield and would require sensitive design. They argue that such design, including low-density development and significant open space, would not be financially viable. The respondent emphasises the importance of the remaining Green Belt in preventing urban sprawl and maintaining separation between Dronfield and Unstone, stating that expansion would undermine this function and harm community identity.
The respondent raises concerns regarding odour and health impacts associated with proximity to a wastewater treatment works, as well as the need for a green buffer to protect existing residents. They propose retaining Green Belt on the northern portion of the site to provide separation, with limited development focused on flatter southern areas.
The respondent concludes by objecting to the proposal, citing harm to Green Belt, character and feasibility, and suggesting an alternative approach.

45160 – Land north of Dronfield Woodhouse

Representation ID: 15162

Received: 29/04/2026

Respondent: Southfield Resident's Group

Agent: Southfield Resident's Group

Representation Summary:

Given the precedent set through the allocation of 45054 for development (the previous scoring of this site against greenbelt purposes a & b) this site may be considered for development. There would remain a good quantity of land between the new edge of Dronfield woodhouse and the nearest settlement, and the land affords little to the local character. Whilst public rights of way exist on this site these are not heavily enjoyed and development of this site, in the right way, could lead to greater access and use of this green space by existing and new residents.
Access to local road networks and interconnection is possible in 2 or 3 distinct areas. This site could make a significant contribution towards NE Derbyshire’s housing target allocation and despite technical challenges (Floor Risk and Coal mining risk) would not significantly degrade the overall attractiveness of the area. It is noted that this area is not highly biodiverse and the topography of the site lends itself to enhancing biodiversity through use of existing natural features.
A settlement of this size must make significant contribution towards the maintenance and enhancement of the infrastructure within the area, and specifically the provision of local health services.
SRG generally support this proposal, with the previously mentioned caveat.
