NEDDC Local Plan Issues and Options Consultation on the Strategic Approach to the Location of Development and Refined Sites (March 2026)
45052 – Land to the west of A61 Derby Road, Clay Cross
Representation ID: 12408
Received: 23/04/2026
Respondent: Historic England
45052 Land to the West of A61 Derby Road, Clay Cross - constraints information highlights the potential for archaeological findings on the site. We would anticipate a heritage impact assessment to understand the potential on site and any avoidance/ mitigation measures. There is also the potential impact on the wider historic landscape which will need to be assessed.
Several proposed site allocations identify potential harm to the same heritage assets. Any heritage impact assessment must therefore consider the cumulative effects of multiple developments within one locality, including impacts on asset significance, the wider historic landscape and relationships between assets. Consideration should also be given to opportunities for heritage‑led regeneration and addressing heritage at risk.
In the absence of a heritage assessment, it is not possible to judge site suitability. Such assessment may identify mitigation measures, or confirm that some sites are inappropriate due to unacceptable harm. Historic England can assist with assessment methodology and review outcomes and would welcome further discussion with the Council ahead of the next consultation stage.
Location of Development and Refined Sites consultation
Historic England welcomes the opportunity to work with the Council and engage on this current consultation.
With regards to the strategic approach to development, any quantum of development that is decided upon by the Council should be able to come forward whilst protecting the significance of heritage assets and their setting.
Again, when considering the location of development, we would anticipate the Council to consider if locations are appropriate in the context of avoiding harm to the significance of heritage assets, including their setting. It may also be that there are opportunities for heritage led regeneration or to address heritage at risk within the Borough, through development and this issue should also be considered when defining appropriate locations and sites.
We note the list of refined sites being consulted on, and the list of constraints per site including heritage assets. We welcome the reference to heritage assets being included. We asked the Council during the consultation phase if there was any heritage assessment available and it was confirmed that there was not.

It is worth noting that a number of the proposed site allocations identified the potential for harm to the same heritage assets, and as such any heritage impact assessment will also need to consider the cumulative impact on heritage assets of multiple developments coming forward in one locality and how this may have an impact on the significance of heritage assets as well as the wider historic landscape and the relationship between heritage assets. It is also worth considering whether the heritage assets offer any opportunities for positive growth, heritage led regeneration and to address heritage at risk.
Given the lack of heritage assessment available at this time, we are not able to make a judgement on the suitability of the sites presented for development. It may be that there are opportunities to avoid/ mitigate harm that a heritage assessment will identify but it may also be true that certain sites will be inappropriate to bring forward due to the level of harm for the historic environment. Historic England is available to assist in the methodology of a heritage impact assessment and to provide feedback on its results. If the Council would require this assistance, then please let us know. We would request a meeting with the Council to discuss the sites in more detail pre the next formal round of consultation.

Additionally, the proposed allocation is in the setting of Renishaw Hall Grade I, Renishaw Registered Park and Garden Grade II* and a number of other Grade II assets. These assets are of the highest quality and as such any harm should be wholly exceptional. We would require an in depth heritage assessment to understand the potential harm and whether development can come forward in this location/ as well as if there are any enhancement opportunities.
• 45086 Land off Church Street and Mill Road, Eckington – the site is located within the Eckington and Renishaw Conservation Area and Moss Valley Conservation Area, as well as nearby a number of listed buildings. We would require a heritage assessment to understand the potential harm and whether development can come forward in this location/ as well as if there are any enhancement opportunities.
• 45376 Land between Albert Street and Setcup Lane, Eckington – constraints information highlights the potential for archaeological findings on the site. We would anticipate a heritage impact assessment to understand the potential on site and any avoidance/ mitigation measures.
• 45586 Land to the rear of 31 to 41 Ducksett Lane, Eckington - potential for archaeological findings on the site. We would anticipate a heritage impact assessment to understand the potential on site and any avoidance/ mitigation measures.

NEDDC Local Plan Issues and Options Consultation on the Strategic Approach to the Location of Development and Refined Sites (March 2026)
45920 – Land north of Biwater, Clay Cross
Representation ID: 12411
Received: 23/04/2026
Respondent: Historic England
45920 Land North of Biwater, Clay Cross – the constraints information has highlighted Grade II Clay Cross Railway Tunnel as being impacted, as well as the potential for archaeological findings on the site. We would anticipate a heritage impact assessment to understand the potential on site and any avoidance/ mitigation measures.

We would anticipate a heritage impact assessment to understand the potential on site and any avoidance/ mitigation measures.
• 45249 Land adjacent to Meadow Grange Care Home, Holmesfield Road Dronfield Woodhouse – constraints information shows that the care home is a non designated heritage asset situated within the Dronfield Woodhouse Conservation Area. The site will need a Heritage Impact Assessment to consider what the harm is for the non designated heritage asset and the Conservation Area, if there are any mitigation measures to avoid/minimise harm and any opportunities to better reveal the significance of the Conservation Area.
• 45251 Land off Highgate Lane, Dronfield - constraints information highlights the potential for archaeological findings on the site. We would anticipate a heritage impact assessment to understand the potential on site and any avoidance/ mitigation measures.
• 45384 Land at Manor Bungalows, Dronfield – limited reference to heritage assets and which ones may be affected. A heritage impact assessment will be required to understand the implications for heritage as a result of this potential allocation.
• 45483 Land off Eckington Road, Coal Aston, Dronfield – – constraints information highlights the site is located within the Moss Valley Conservation Area. The site will need a Heritage Impact Assessment to consider what the harm is for the Conservation Area, if there are any mitigation measures to avoid/minimise harm and any opportunities to better reveal the significance of the Conservation Area.
• 45438 Land off Callywhite Lane, Dronfield – constraints information highlights that Summer Colliery Scheduled Monument is within the setting of this proposed allocation and heritage impact assessment will be required to understand the potential harm to this heritage asset and whether there are any opportunities.

NEDDC Local Plan Issues and Options Consultation on the Strategic Approach to the Location of Development and Refined Sites (March 2026)
45228 – Land at Holmley Common, Dronfield
Representation ID: 12414
Received: 23/04/2026
Respondent: Historic England
45228 Land at Holmley Common, Dronfield - constraints information highlights the potential for archaeological findings on the site as well as impacts to Grade II Nether Birchitt within the setting of the potential allocation. We would anticipate a heritage impact assessment to understand the potential on site and any avoidance/ mitigation measures.

NEDDC Local Plan Issues and Options Consultation on the Strategic Approach to the Location of Development and Refined Sites (March 2026)
45384 – Land at Manor Bungalows, Dronfield
Representation ID: 12417
Received: 23/04/2026
Respondent: Historic England
45384 Land at Manor Bungalows, Dronfield – limited reference to heritage assets and which ones may be affected. A heritage impact assessment will be required to understand the implications for heritage as a result of this potential allocation.
