Support for the site allocation.

However it is considered that certain small adjustments, relating to the KL1 site, can bolster the soundness of the Plan.
- in determining the final form of growth distribution and site allocations in the emerging plan great attention must be paid to the distribution of growth within the sustainable northern growth area itself.
- in the case of KL1 'maximisation' has yet to be achieved, and to do so the scale of development allocated to the subject site must be increased
- a greater level of development (up to approx. 400 dwellings) can be very comfortably accommodated to KL1
- by default, denser development must be viewed more favourably on the site
- the masterplan shows this using a layout that indicates the provision of 396 dwellings
- these can be delivered earlier within -and more consistently throughout- the plan period.

Change suggested by respondent:

Denser development must be viewed more favourably on the site - approximately 400 dwellings. Delivery of these can be brought forward by at least 1 year compared to the timescales set out in Appendix B.

Policy SS2: Spatial Strategy and the Distribution of Development

The decision to change the spatial distribution of development is supported. This revised distribution placed a much greater focus for development at the principal settlements of Dronfield, Eckington and Killamarsh in the north of the district and as such is considered to represent a much more pragmatic and sustainable approach to development over the plan period.

Change suggested by respondent:

- in determining the final form of growth distribution and site allocations in the emerging plan great attention must be paid to the distribution of growth within the sustainable northern growth area itself.
- It is evident that certain elements still remain that must be further investigated if the plan is to be considered to be positively prepared and justified in its approach.
-it is reasserted that an additional and final assessment of the capacity of the subject site will enable the emerging Plan to fulfil the policy requirements mentioned above, and therefore enable it to pass the tests of soundness and be found acceptable by the Planning Inspectorate. It is therefore the case that increasing the dwelling delivery targeted for the proposed residential allocation KL1 must be actively pursued by the Council.
