The Council has failed to provide a sufficient and flexible housing land supply for the plan period. The Plan therefore fails to meet any of the four tests of soundness.

We do not have the evidence available to fully understand if the District under the Duty to Co-operate will be required to deliver any (as yet unknown) unmet growth from adjoining areas including the Sheffield City Region and in particular Sheffield City.

Strategy of Green Belt release has an indirect effect on Holmewood having insufficient planned growth over the plan period to sustain and add vitality to the settlement and reflect the settlements position in the settlement hierarchy and strategic employment location. Additional housing sites should be allocated in Holmewood including safeguarded land.

Change suggested by respondent:

This representation has demonstrated that the Council needs to allocate additional housing sites in order to boost the supply of housing delivery in the District. It is imperative that a variety of size and types of sites are allocated for housing across the District and so provide choice to the market and headroom for delivery against the objectively assessed requirement and economic growth aspirations of the District.

Land off Springfield Road, is a sustainable location for development and reflects Holmewood being identified as a Level 2 settlement in the settlement hierarchy. The site has existing built form to the street frontage and strong defensible boundaries on all sides.

Development on the site has the following benefits:
* Good public transport networks within access to an range of services and employment opportunities;
* Efficient use of available land that relates well to the settlement pattern boundary of Holmewood;
* Development will contribute to the housing land supply and will deliver a mix of good quality housing (including affordable housing);
* A high quality residential environment which takes into account the character and appearance of the surrounding area;
* Appropriate landscaping and open space to enhance the appearance of the site which in turn will enhance the ecological value of the site.

Change suggested by respondent:

Allocate (or safeguard as a minimum) land off Springfield Road, Holmewood for housing in the Local Plan.
