The Biwaters Site, as a proposed Strategic Development Site allocation for mixed use development in a highly sustainable location has the capacity to accommodate a greater number of dwellings than the minimum 800 dwellings proposed by Policy LP4. It therefore makes sense to increase housing delivery on this Strategic Site rather than considering other sites where there are potential constraints to their suitability and deliverability. Access infrastructure is being delivered, and therefore significant housing numbers for Clay Cross could be delivered on the site in the shorter term. This should be preferable that allocating additional sites to meet these needs.
