CA pleased to see that past coal mining legacy is identified as a principle issue relating to ground instability. However, para 9.44 states that large parts of the south and east of the district have been identified as being within 'Development High Risk Areas' and 'Development Low Risk Areas' by the CA. There is no requirement to identify that land falls outside of the defined Development High Risk Area, as in planning terms the 'Low Risk Area' has no land-use implication. CA would therefore recommend that the paragraph is amended (see suggested wording changes to para 9.44)
